
Scott Russell
Scott Russell is a retired 30-year veteran of the Baltimore County Fire Department, where he served as a Captain assigned to the Hazardous Materials Response Team. He is a voting member of the NFPA 470/475 committee and actively collaborates on multiple research and development task groups responsible for evaluating and shaping the next generation of hazardous materials, personal protective equipment and response technology. Scott is also an IAFF HazMat instructor, delivering high-quality, experience-driven training to fire departments across the country.
In addition to his fire service career, Scott retired from the United States Air Force after 27 years of service as a Lieutenant Colonel with the Delaware Air National Guard’s 142nd Aeromedical Evacuation Squadron. During his military career, he deployed nine times in support of four overseas contingencies, performing aeromedical evacuation of wounded personnel. He also led disaster and emergency planning efforts, with a focus on hurricane evacuation and large-scale disaster response.
Scott holds an Associate of Arts in Emergency Medical Services, a Bachelor of Science in Nursing, and a Master of Science in Disaster and Emergency Management. His passion is first responder education and culture change, built around his Safety Through Knowledge™ (STK™) philosophy and the KISS principle—keeping training practical, realistic, and responder-focused. He is a strong advocate for hands-on, in-person training that prepares responders for real-world hazards.
Through his work with The Meter Guys and the “When Meters Matter” air monitoring program, Scott is dedicated to improving responder survival, operational safety, and long-term health, with a particular focus on reducing occupational cancer risks in the fire service.
Scott proudly volunteers with A Soldier’s Journey Home, supporting its mission to build specially adapted homes for combat-wounded veterans—continuing his lifelong commitment to service, safety, and taking care of those who have sacrificed for others.
